RUSSIAN SPECIALIST TO SPEAK SEPT. 10 AT NATO CONFERENCE

LAWRENCE -- Retired Brig. Gen. John C. Reppert, a specialist on Russia and on arms control, of Harvard University, Cambridge, will speak on "NATO and Russia," at 12:15 p.m. Sept. 10 in the Big 12 Room of the Kansas Union at the University of Kansas.

Reppert's address is part of the Sept. 9 to 11 public conference observing NATO's 50th anniversary. KU's Dole Institute for Public Service and Public Policy is sponsoring the three-day event with the U.S. Army Command and General Staff College at Fort Leavenworth and with Johnson County Community College at Overland Park.

Reppert is executive director for the Belfer Center for Science and International Affairs in the John F. Kennedy School of Government at Harvard. He joined the Harvard center in October 1998 after nearly 33 years of active service.

He concluded his military career serving as director of the On-Site Inspection Agency in Washington, D.C., and as U.S. defense attache at the U.S. Embassy in Moscow. OSIA was responsible for carrying out inspection requirements under verification provisions of numerous international arms control treaties and confidence-building agreements. Reppert is fluent in Russian and has traveled in the newly independent states of the former Soviet Union regularly since 1973.

His education includes earning a Ph.D. in international affairs from George Washington University in Washington, D.C.; a master's degree in Soviet and East European studies from KU; and master's and bachelor's degrees in journalism from Kansas State University at Manhattan.
