Karen S. Gallagher, dean of the School of Education, announced Skrtic's appointment on May 3 following a national search. He will replace Nancy L. Peterson, who will return to teaching and research.
"Tom's international and national reputation and his contributions to the dialogue about reconstructing schools and services for all students make him an ideal leader for the department, the School of Education and the university," Gallagher said.
Skrtic came to KU in 1976 with a joint appointment in special education and in the former department of curriculum and instruction. In 1990, he was promoted to full professor in special education.
He has published nine books and numerous articles in the areas of curriculum theory, organizational theory, school-linked service integration and educational reform, particularly as it relates to students with disabilities.
Skrtic's books include "Exploring the Theory/Practic Link in Special Education: A Metatheoretical Genealogy" and "Behind Special Education: A Critical Analysis of Professional Culture and School Organization."
He has a bachelor's degree in special education from the University of Pennsylvania, California, Pa.; a master's degree in educational psychology from California State University at Long Beach and a Ph.D. in special education from the University of Iowa, Iowa City.
